Buying land: what to check

Zoning decides what you can build

Zoning sets whether you can build a house, a barn or a guest house, keep horses, or place a manufactured home, and how big the lot must be. Land outside city limits falls under the county; land inside a city follows that city. Ask the zoning office before you sign, not after.

Sewer: public or septic

If there is no public sewer, you will need a septic system. Florida’s septic program has been run by the Florida Department of Environmental Protection since July 1, 2021. The soil and the water table decide what type of system the lot can take, and that can change your building cost a lot, so get a site evaluation early.

Flood zone and fill

Look up the FEMA flood zone for the parcel. Low lots may need fill dirt or a raised foundation to meet building rules, and flood insurance can be required by your lender. Check before you make an offer.

Access, roads and utilities

Confirm the lot has legal road access, who maintains the road, and how far power runs from the lot. Some rural roads are private or unpaved, and running power or water a long way adds cost.

Agricultural classification

Land used for good faith commercial agriculture can be classified as agricultural by the county property appraiser, which can lower the taxable value. The owner must apply by March 1, and land that stops being used for agriculture is reclassified. Ask how the land is classified now and what the taxes would be under your plans.

Water: public or well

Many rural lots have no public water, so you would drill a well. Well permits are issued locally under authority delegated by the regional water management district. Ask a licensed well contractor about depth, cost and water quality.
